Multisite educational PFI hand-back survey requiring diverse and unique requires.

RBA undertook one of the first Private Finance Initiative (PFI) hand-back surveys of 88 schools dispersed throughout the Stoke-on-Trent area to allow all contractually required works to be undertaken prior to hand-back of the sites from the private to the public sector. This was for all structure & fabric and mechanical & electrical components contained within their detailed ‘responsibility matrix’. These buildings had a cumulative gross internal floor area of circa 270,000m2 but also required the inspection of all elevations and roofs.


This project included the following services:

  • PFI Hand-Back Survey (including aspects of a 5-year Condition and Repair Survey)
  • Contractual Performance Reviews
  • Specialist Incorporation – Manhole (Drainage) Inspections
  • Drone (UAS) Survey – Roof Inspection
  • Lighting Assessment
  • Air Flow Assessment
  • Pool Temperature Assessment
  • Building Management Consultancy Services

Due to the contractual nature of this survey, RBA, as per standard practice, reviewed the full PFI contract to analyse and compile a definitive list of requirements. This was used as the basis for creating a tailored survey that would enable the client to achieve their desired outcome in the most cost-effective manner.

Equally, with the large geographical dispersion of the sites and the landmark nature of the survey, detailed programming and planning was required along with constant communication and collaboration between all parties. This included the PFI Special Purpose Vehicle (SPV), the Council, Council Specialist Representatives, the school Headmasters and Site Managers, the Facilities Management Company and other school representatives such as Academy Trustees. Additionally, with evidencing photographs required in active schools, great consideration and operational planning was required to guarantee conformity to the General Data Protection Regulations (GDPR).

With the complexity of the PFI contract hand-back requirements, the client required multiple additional services to enable them to ascertain the contractual compliance of the sites. This included drone flights of every roof, lighting assessments to determine LUX level, glare and uniformity failures, air flow assessments of the mechanical supply and extract systems, manhole (drainage) inspections to determine any damage, blockages and remedial works and pool temperature assessments to ascertain the uniformity and consistency of the air and water temperatures within these facilities. These had to run concurrently with the main survey so again, detailed programming and coordination was required resulting in a phasing system so that each aspect could be undertaken seamlessly but without affecting the functioning of the operational schools.

Being a first-of-its-kind project, the logistics, management and delivery of reports was highly complex but nevertheless, the project was completed successfully. Full photographic evidence, all the collected data and the results from the review of the maintenance documentation reviews was all compiled into concise, detailed reports that were fully quality managed at all stages and issued in a continuous phased manner to allow the SPV to begin the hand back works as early as possible. Management Consultancy services were also required to assist with implementation of the ongoing works. This enabled the Parties to commence the hand-back process with the required information.
